Hover always tries to look on the positive side of things, even when they seem hard to find. Her memory could be described as less than stellar, but she always steps up to help in any way she can. It's hard to believe someone like this would end up in a place like the stockade. She speaks in a deadpan way as if the gravity of the things she says doesn't quite register with her.
